I created an Oracle instance, but it doesn’t start saying: “You cannot create a volume because you have reached your limit. Upgrade to a paid account.”
I read on here on another post another person having the same problem, and mine was the same as his, I forgot to delete the boot volume of the older server I had on Oracle. So I passed the limit.
But now that I deleted the old boot volume, I don’t know how to have Oracle retry creating one. I’m still stuck in the same error although I fixed the cause of it.
Is there a way to restart the “Create instance” work request, or have it retry doing it since the cause of the problem no longer exists now?

This can happen when you delete a VM instance without deleting the boot volume and the VNC network. Check whether you have any unused boot volume or VNC network. If there any delete them and refresh the browser window and try again.
