Hi. I can receive emails but the sent emails are not going through. My provider is Godaddy. Please see the image of the ports on oracle cloud server.

I see, now Oracle cloud doesn't offer port 25 (SMTP port). They offered that previously. That's why you are unable to send emails. You have to get premium server from new provider. Check the articles.
