You have to open relavant ports in the firewall. Also Oracle Cloud has an IP table inside the VM instances, you have to change the IP table rules as well.

Execute this command as a root user.

iptables -P INPUT ACCEPT && iptables -P OUTPUT ACCEPT && iptables -P FORWARD ACCEPT && iptables -F && sudo netfilter-persistent save
