Solution 1: Reboot the Minecraft Server and Launcher

Solution 2: Allow Java Apps in Firewall
Sometimes your antivirus software blocks the java applications. That cause to connection errors. Turn off your antivirus software and try again to connect.
If you use windows, you have to open the firewall for Java. To do that, open the control panel of your Windows PC. Now click “windows defender firewall”. You can use a search box to get this. Click this link at the left upper corner to allow your Java apps. Then click the “change settings” button. score down the list and find “Java Platform SE binary” then click all the boxes here.
